Providing a Platform for Effective Electricity Regulatory Cooperation in the SADC Region

RERA Subcommittees

Three (3) specialized subcommittees have also been established under the Portfolio Committee on the Facilitation of the Electricity Supply Industry (ESI) Policy, Legislation and Regulations to assist in executing its mandate as follows:

  1. Legal Subcommittee
  2. Economic Regulation Subcommittee
  3. Technical Regulation Subcommittee

These Subcommittees serve as adhoc structures and work engines of the Portfolio Committee in originating and/or reviewing documents and carrying out the approved programmes and activities of the Committee.

Legal Subcommittee

Committee Members

The mandate of the Legal Subcommittee is to analyse existing legislation and policy pertaining to electricity sector regulation in the SADC region with a view to harmonising the regulation and policy framework in the region.

Coordination of regional policy/strategy/legislation is crucial to harmonizing regulatory frameworks and enhancing regional electricity trade and the integration of the electricity supply industry.


Economic Regulation Subcommittee

Committee Members

The mandate of the Economic/Financial Regulation Subcommittee is to investigate and analyse the status of economic regulation of the electricity supply industry in the SADC countries with the view to identify commonalities, divergent practises, trends and other aspects that could hamper the effective development of the ESI at national and regional level.

Among the cornerstones of a robust, transparent and effective regulatory environment for the sustained development of the electricity industry are well-founded, transparent principles and practices for economic regulation of electricity production, transmission, distribution and supply - in individual countries as well as for cross-border electricity infrastructure and trade.


Technical Regulation Subcommittee

Committee Members

The mandate of the Technical Regulation Subcommittee is to promote where necessary the establishment and adoption of technical norms, codes and standards for the ESI across the SADC region, including (but not limited to) environmental and safety regulations.

The establishment of technical norms, codes and standards for the ESI across the SADC region is necessary for the sustained development of the electricity industry in the SADC region in order to ensure security and quality of supply, to facilitate investment, as well as ensure that safety, health and environmental concerns are addressed.
